1. Happy Path: Large Loss Settlement → Agent Task

2. Non-Large-Loss: Skip and ACK

When isLargeLoss = false, PolicyOne does nothing except acknowledge the message.

3. Policy Not Found

If policyNumber from the event doesn't match any row in policy.policies (e.g. the policy was created in a legacy system not yet migrated), the consumer logs a warning and ACKs to avoid blocking the stream.

4. Retry & Dead-Letter Path

If the consumer throws an error (e.g. DB connection lost), the message stays in the PEL and is reclaimed by the reclaimLoop.
